Dezbaterea „Declarației Partidului Muncitoresc Român din aprilie 1964” în regiunea Banat. Reacții oficiale și neoficiale
Abstract: (Debating the Romanian Workers’ Party Declaration of April 1964 in the Banat Region: Official and Unofficial Reactions) The Plenary session of the Romanian Workers’ Party in April 1964 represented an important moment in the history of the party, the “Declaration” drafted on this occasion expressing the party leadership’s viewpoint regarding the Sino-Soviet conflict. At the same time, the principles that were to form the basis of the relations between the Romanian Communist Party and the other communist parties, as well as between the socialist countries, were set out; these principles aimed at removing Romania from Moscow’s orbit. Following the Plenary session, meetings of party activists were held in all regions of the country, during which the content of the “Declaration” was debated and accepted by the participants. Within these meetings in the Banat Region, speakers criticized the policy of transforming Romania along Soviet lines in the 1950s, emphasizing that the Soviet model had negative consequences for Romanian economic, scientific, and cultural life. The attempt by the Soviet Union to create supranational bodies within the framework of the Council for Mutual Economic Assistance (CMEA) was also rejected, as this would have undermined Romania’s independence. On the other hand, against the backdrop of the appearance of the “Declaration” and the launch of the process of liberalization of Romanian society, voices were heard calling for the abolition of socialist agricultural property and the return of land to the peasants, for the severing of relations with the USSR, and for the adoption of the Yugoslav model of socialist development. There also circulated news regarding the organization of multiparty elections; all these “rumors,” as they were termed by the authorities, highlighting the fact that in the region communist ideas were not accepted by the entire population.

Rezumat: Plenara Partidului Muncitoresc Român din aprilie 1964 a reprezentat un moment important din istoria acestui partid, ,,Declarația” elaborată cu acest prilej exprimând punctul de vedere al conducerii partidului față de conflictul sovieto-chinez. În același timp, au fost enunțate principiile care vor sta la baza relațiilor dintre Partidul Comunist Român și celelalte partide comuniste, ca și dintre țările socialiste și care urmăreau ieșirea României din orbita Moscovei. În urma Plenarei, au avut loc în toate regiunile țării, adunări cu activul de partid în care s-a dezbătut conținutul ,,Declarației” și care a fost acceptat de către participanți. În cadrul acestor adunări din Regiunea Banat, vorbitorii au criticat politica de sovietizare a României din anii 50 ai secolului al XX-lea, subliniindu-se că modelul sovietic a avut urmări negative asupra vieții economice, științifice, culturale românești. A fost respinsă și încercarea Uniunii Sovietice de creare a unor organisme supranaționale în cadrul CAER-ului, care ducea la știrbirea independenței României. Pe de altă parte, pe fondul apariției ,,Declarației” și a declanșării procesului de liberalizare a societății românești, s-au auzit voci referitoare la desființarea proprietății agricole socialiste și la înapoierea pământurilor țăranilor, la ruperea relațiilor cu URSS-ul și adoptarea modelului iugoslav de dezvoltare socialistă. De asemenea, a circulat știrea privitoare la organizarea de alegeri pluripartide, toate aceste ,,zvonuri”, cum au fost denumite de autorități, evidențiind faptul că în regiune ideile comuniste nu erau acceptate de întreaga populație.
